Gates Millennium Scholars (GMS) Program The Gates Millennium Scholars (GMS) Program, established in 1999, is funded by a $1.6 billion grant given to the United Negro College Fund by from the Bill & Melinda Gates Foundation. The goal of the GMS is to educate "Leaders for America's Future" by providing eligible students with opportunities to complete an undergraduate college education in the discipline of their choice and then continue through to a doctoral degree in several GMS funded fields.
